A large and growing library & information user population is the marginalized children and youth of various communities. Libraries & information facilities are struggling to not only identify these populations, but provide services that are manageable and meaningful to them. This program will help identify these populations and offer suggestions for services that will be of benefit to them and to the library program. Research regarding these marginalized populations will be given and discussed in terms of exclusion of service to these populations and its impact on future citizenry. Assessment tools will be shown to assist in identifying these populations and to develop program and access issues for them.
